Upgrading from iPhoto '09 to iPhoto '11 is actually pretty easy. If you purchase iPhoto as part of iLife '11, just run the iLife '11 installer. If you purchase iPhoto '11 from Apple's Mac Store, the software will be automatically installed for you.
One interesting wrinkle in the update process is that Apple at one time offered a free demo version of iLife '09. If you still have the demo version hanging around on your Mac you can use it to upgrade to iLife '11 without having to purchase the newer iLife suite.

iPhoto Version Numbers
If you're confused by the iPhoto names and versions, you're not the only one. Apple used a somewhat convoluted naming scheme for iPhoto and the iLife suites, never quite getting the version numbers in sync. That is why you have an iPhoto '11 name that is actually iPhoto version 9.x
There are two things you should be sure to do; before you install iPhoto '11 make sure you have a backup, and one you install it iPhoto '11, but before you launch it for the first time make sure and check that it is the most current version.
Backup iPhoto
Before you install any iPhoto upgrade or update, you should back up your iPhoto Library. This is especially important with iPhoto '11. There was a problem with the initial version of iPhoto '11 that caused some individuals to lose the contents of their iPhoto Library during the upgrade process. By backing up your iPhoto Library before you upgrade iPhoto, you can copy the iPhoto Library backup file to your hard drive if something goes wrong during the upgrade process. When you relaunch iPhoto '09, it will update the library, and you can try the upgrade again.

Update iPhoto
After you upgrade iPhoto but before you launch it for the first time, use Software Update (Apple Menu, Software Update) to check for updates to iPhoto, which is currently at version 9.6.1. (Although iPhoto is part of the iLife '11 Suite, it's actually iPhoto v. 9.)
If you prefer to perform a manual update, you can download the latest version of iPhoto at Apple's iPhoto Support site. Just click the Downloads link.
Be sure to update to the latest version of iPhoto '11 before you launch iPhoto for the first time.
iPhoto or Photos
While I won't call iPhoto obsolete, it is no longer supported by Apple, having been replaced by the Photos app with the release of OS X El Capitan. While Photos does not currently have all the bells and whistles iPhoto had, it is continuing to add features with each update. It also has the advantage that it is included with OS X El Capitan and the newer macOS.
Mac App Store
Apple is no longer updating iPhoto, however, it continues to work in OS X El Capitan as well as macOS Sierra. It remains available from the Mac App Store as a download provided you have purchased or updated the app through the store in the past. Just check the Purchased tab of the Mac App Store for the iPhoto app. If it is present, you can download the app.

I obtained a Mac Air from a friend, second-hand. He restored a clean install of the OS, without the free Apps (iPhoto, iMovie…). These apps were included in the original purchase. We understood that it would be a simple matter of downloading these apps afresh from the Appstore. However, I am required to pay for them. I use my Appstore login, of course, not my friend's.

I guess one way to get these apps is to go and visit my friend and ask him to log in to the Appstore under his identity, but I would prefer to download these myself. I also suspect that this method may cause problems for a number of reasons: the device is now linked to my login, he probably already has his quota of devices linked.

The only legal way to transfer the iLife applications from him to you would be if he had the original iLife installation DVD that used to ship with new Macs. Being that it's an Air, and doesn't have a DVD slot on it, it's unlikely he still has that media.

Unfortunately, you're stuck with re-buying the iLife applications from the App Store using your own Apple ID. Using his App Store ID to put the software on your Mac and then switching the ID to your account would definitely be on the wrong side of Apple's terms of service.
